One of the three prairie provinces of Canada, Manitoba is situated at the heart of Canada. Bordering Saskatchewan to the west, Ontario to the east, Nunavut and Hudson Bay to the north, Manitoba is home to the fifth-largest population cohort in the country. Manitoba’s economy primarily consists of agriculture, tourism, hydrogel projects, oil and natural gas, and mining.

Manitoba operates one of the most popular PNP programs in the Canadian immigration program. MPNP is divided into

Skilled Workers Overseas
International Education Stream
Business Investor Stream

Let’s take a closer look at them.

Skilled Workers Manitoba

This immigration program is best suited for skilled workers currently residing in Manitoba. SWM does not require an express entry profile as it is independent of it. SWM will require that you are employed with a valid work permit at the time of application. To qualify for SWM, you’ll have to meet the following requirements;

  1. You must be employed with the current employer for at least six months; your job must be full-time.
  2. You must have a minimum of 6 months of work experience for National Occupation Classification 0, A, B, C and D.
  3. You must have sufficient language skills. NOC skill levels 0, A and B are exempted from this requirement; however, CLB level 4 is necessary for NOC levels C and D.
  4. This program does not have a minimum bar for education level; however, if you have a post-secondary degree (ECA certified), you will gain extra points through the MPNP ranking system.
  5. You must present a settlement plan that details your roadmap for integration in the local community.
  6. As an applicant under the MPNP, you will be required to show a minimum capital of 10,000 CAD. If you plan to move with your family, then you must additionally have 2000 CAD per member.

Skilled workers overseas

A competitive stream, this program primarily targets skilled workers who are skilled workers and have international work experience.

As an applicant under this program, you will be expected to meet the minimum requirements for language proficiency and the necessary funds to establish and sustain yourself and your dependents. Most importantly, you’ll have to be willing to settle permanently in Manitoba. Depending on how well you can meet these requirements, you’ll be graded according to the MPNP ranking system.

If your profile ranks as one of the top-scoring profiles, the province of Manitoba may invite you via a “Letter of Advice”. At the time of writing this post, there were three categories of application for this stream.

Manitoba Invitation

The outbound overseas nature of this category makes it unique among Manitoba’s other PNP programs. Running under the Strategic Recruitment Initiative, recruitment drives are conducted overseas to interface directly with qualified candidates. Under this program, aspirants may also visit to explore avenues of employment available to them. To qualify for this program, you must satisfy the minimum qualification criteria;

  • Your age at the time of application must be between 21 and 45
  • You must have skills in line with occupations in demand under the MPNP program.
  • You must have a post-secondary educational qualification. Educational or vocational training programs are eligible for a diploma, degree or certifications (must be ECA certified).
  • You must have two years of full-time work experience in your declared occupation. This experience has to be recent and within five years at the time of your application submission.
  • You’ll need to have 10,000 CAD (an additional 2,000 per dependant) to support yourself in Manitoba. Your seed fund must include the cost of local licensing and other administrative fees wherever applicable.
  • For this program, CLB 5 is the minimum language standard. You must satisfy this rating for reading, writing, listening and speaking.
  • You will need to submit a realistic settlement plan for settling permanently in Manitoba.

Manitoba Support

Do you have a relative or a family friend currently residing in Manitoba? Do they have permanent resident status? If you answered yes to both questions, your relative or friend might endorse your immigration application. There are, however, some conditions that have to be met;

  • Close family members in Manitoba can endorse more than one applicant (conditional to the endorser having been a resident for a minimum of 1 year in Manitoba). Friends (and their household) can only endorse one applicant, i.e. if anyone in the friend’s family is already an endorser, the family cannot endorse any other applicant.
  • If an endorser has previously endorsed an overseas applicant, you’ll have to present documented proof of their successful settlement in Manitoba.
  • Any immigration representatives, elected Canadian officials (including their staff) cannot endorse your application.
  • This program is only for skilled individuals who meet the occupations of demand in Manitoba, and parents and spouses cannot be sponsored.
  • Your age at the time of application must be between 21 and 45
  • You must have skills in line with occupations in demand under the MPNP program.
  • You must have a post-secondary educational qualification. Educational or vocational training programs are eligible for a diploma, degree or certifications (must be ECA certified).

Manitoba Experience

If you have work experience in Manitoba or did a part of your education from an educational institution in Manitoba, you may consider this program. The qualification requirements for this program are;

  • For claiming work experience, you must have a minimum of six months of unbroken work experience of working for a business in Manitoba on a valid work permit. You’ll be required to present a letter signed by the employer and the work permit used.
  • For claiming education, you must have completed an educational or a training program from a recognised educational institution in Canada. You’ll be required to present your study permit and the transcripts of your educational certification.
  • Your age at the time of application must be between 21 and 45
  • You must have skills in line with occupations in demand under the MPNP program.
  • You must have a post-secondary educational qualification. Educational or vocational training programs are eligible for a diploma, degree or certifications (must be ECA certified).
  • You must have two years of full-time work experience in your declared occupation. This experience has to be recent and within five years at the time of your application submission.

Skilled Workers Overseas Express entry pathway

Manitoba nominates applicants for PNP from the federal express entry pool under this stream, in addition to other streams under the Skilled Worker Overseas program.

As the name suggests, this stream will require you, the applicant, to have an express entry profile. Other than the express entry profile, you’ll need to have met these requirements;

  • You must qualify for at least one Canadian federal economic program.
    • Federal Skilled Worker Class
    • Federal Skilled Trades Class
    • Canadian Experience Class
  • You must be 18 or older at the time of application.
  • You must have a minimum of 6 months of continuous work experience in your selection of in-demand occupations.
  • You must have a minimum of CLB level 7 for NOC 0, A and CLB level 6 for NOC B.
  • A post-secondary degree is a mandatory minimum for this program. An ECA certification for your educational qualification will also be required.
  • You will need to present a settlement plan and proof of settlement fund of 13,213 CAD for the applicant and 3,560 CAD.

Skilled Worker Overseas Human Capital Pathway

This yet to be started stream under Manitoba’s PNP is another way Manitoba attracts skilled professionals to the economy. The Human Capital Pathway immigration program does not need you to have an express entry profile. When this stream gets operational, it is expected to have similar qualification requirements as most skilled workers overseas programs.

International Education Stream

If you are a graduate from an educational institution in Manitoba, you may consider these streams to gain permanent residence status in Manitoba.

Career employment pathway

Are you a recent graduate from a post-secondary education institution in Manitoba? Do you currently have a job offer at hand from a Manitoba business? If your answer is yes to both questions, you are eligible to apply under this program. Here are some more qualifying requirements that you must consider;

  • You must be a graduate in the past three years from an educational institute in Manitoba.
  • Your course must be at least one year (2 semesters) in duration.
  • The minimum language requirement for this program is CLB level 7 for categories of reading, writing, listening and speaking.
  • You must have a job offer from a Manitoba business. The following must apply to this job offer;
    • The contact must be for a minimum of 1 year.
    • The offered job must be from the occupation in-demand list released by the Manitoba administration.
    • The job must be NOC level 0, A or B.
    • Your declared education has to be in line with the job at hand.
  • As an applicant under this program, you will be required to make and submit a detailed settlement plan for settling in Manitoba.
  • As a part of the application process for this program, you’ll be required to prove that you have sufficient minimum funds at hand to sustain yourself financially for a minimum of 6 months.

Graduate Internship Pathway

This program does not require a job offer at hand and is best suited to you if you are a Masters or Doctorate graduate. This relatively quick program is only meant for educational institutions in Manitoba. If you satisfy the following minimum requirements laid down under this, you may qualify;

  • You must have a masters or doctoral degree from an educational institution in Manitoba within the last three years.
  • You’ll need to score a minimum of CLB level 7 in reading, writing, listening and speaking.
  • You must present a settlement plan to settle in Manitoba and prove sufficient funds to settle according to the Low Income Cut-Off for at least six months or show full-time employment in Manitoba.

International Student Entrepreneur Pathway

If you are a graduate of an educational institution in Manitoba and want to pursue a business in Manitoba, this stream may interest you. You must satisfy the following minimum requirements laid down for this program;

  • Your age must be between 21 – 35 years at the time of application.
  • You must be a graduate of an educational institution in Manitoba. The course must be full time and attendance must be on site.
  • You must have resided in Manitoba continuously after your graduation.
  • You must demonstrate language proficiency of CLB level 7; for this program, only IELTS evaluations are considered.
  • At the time of application, you must have an open work permit or a post-graduate work permit.
  • You must have a formal business plan with financial projections for a minimum of 5 years.
  • This program will also require you to sign off on a performance agreement with the province of Manitoba.
  • You must be involved with the business daily in a managerial capacity for a minimum of 6 months before your nomination.
  • You will be required to own a minimum of 51% equity in the business

Business Investor Stream

At the time of writing this, there are two investor streams available for individuals who would like to explore the path of immigration via investment.

Entrepreneur Pathway

Under this path, you can become eligible to apply for generic businesses by acquiring, starting, or partnering in a Manitoba business. Here are the minimum requirements that you must qualify for under this program;

  • You must have a minimum of 3 years of real-world business management experience either as the owner or a significant stakeholder.
  • You must have owned at least 33.33% ownership in the claimed business.
  • You must have a minimum language proficiency of CLB level 5.
  • You must have a high school level minimum qualification.
  • You will need to invest a minimum from 250,000 CAD (Manitoba capital region) to 150,000 CAD, depending on the location of the business.
  • Your proposed business must create at least one job for a Canadian citizen or a Canadian PR holder.
  • You must commit to and execute an opportunity research visit before you apply to this program.
  • You will need to have a minimum net worth of 500,000 CAD, verified by an approved third party agency.
  • If you meet all the requirements so far, the last step would be to sign the performance agreement.

Farm Investor

This investment immigration stream is attractive for individuals who have farming experience and are interested in establishing a farming business in Manitoba. If you have experience farming fruit crops, wheat, potatoes and apiculture, this stream may be of interest to you. To qualify for being considered for this program, you’ll have to meet the below requirements;

  • You must have a minimum of three years of operating and owning a farming business. Necessary supporting documents will be required.
  • You will be required to invest a minimum of 300,000 CAD in a farming business in rural Manitoba.
  • You must have a business plan attached to the application.
  • You must operate the business personally from Manitoba; third party agricultural management firms are not allowed under this stream.
  • You must have a minimum net worth of 500,000 CAD; an authorised third-party agency will verify this information.
